Since March 2007, Swiss architect Regula Lüscher has been envisioning tomorrow’s German capital before a brick gets laid or a shovel breaks the earth. As chief urban planner of Berlin, she is part of the power play between investors, politicians, architects and citizens. The film gives an inside view of urban planning in the 21st century and shows who has a say in the process of urban development.
